1.1 The Returning Officer for JCR Halls’ Committee elections will be the JCR Officer (Simon Eyles) (jcrofficer@susu.org
1.2 The Deputy Returning Officer will be the JCR Halls’ President. In the event of the JCR President running, the JCR Committee will elect the Deputy Returning Officer
2.1 The JCR Halls’ Officers shall be elected in the autumn term and will take up post at the beginning of Semester two
3.1 Only students currently resident in their JCR Halls’ election shall be eligible for election for any position in that election
3.2 Current JCR Halls’ Committee members may only re-run for the Presidential position in their Halls’ Committee
5.1 All Candidates must submit the following online via www.susu.org\elections by the close of nominations Friday 18th November at 12 Noon
6.1 Candidates and their campaign teams must comply with these rules. Candidates will be solely responsible for ensuring that their campaign teams do not infringe these rules.
6.2 Any intimidation of any other Candidate, their campaign team or the electorate will not be tolerated.
7.1 All Candidates must attend Hustings at each Hall of Residence unless agreed otherwise with the Deputy Returning Officer. Failure to do so will result in automatic disqualification. Hustings timetable as follows (venues to be confirmed):
8.1 You are encouraged to use social networking as a way of communicating your policies and campaign messages.
8.2 Any online campaigning must be visible to all SUSU voters (e.g. you may post on walls of “open” groups, but not on “closed” groups).8.3 Mass messaging/spam is not allowed, with the exception of specifically set up campaign groups or pages where it is clear that the purpose of the group is to support your campaign/election.
8.4 Any social networking groups you create must include the Deputy Returning Officer as an Admin.
8.5 Candidates may not be referred to in the context of elections on SURGE Radio, in the Wessex Scene, The Edge, on SUSU.TV, over the Union tannoy system, via email, through any Union mailing list, student group or on the SUSU Website except as part of the official election scheduling. This does not exclude candidates from carrying out their normal Union work – such as running their normal show on SURGE Radio or writing for the Wessex Scene etc.
8.6 Each candidate is allowed one official social networking i.e. Facebook group.
9.1 Distribution of publicity is permissible on Union and University premises, Halls of Residence and private property (with the appropriate authority received for each location). No publicity is allowed in computer rooms.
9.2 No Sponsorship will be allowed. No commercial sponsorship including the use of commercial premises for publicity is permitted.
9.3 No stickers or flyers are permissible. Any medium can be used as long as it is removable and doesn’t cause damage (and appropriate authority has been received). Candidates must remove all publicity by the end of results week (penalties will apply – see below)
9.4 No climbing on roofs or buildings.
9.5 No loud noise on the red brick area or University road.
10.1 No Candidate (or Candidate’s representative) may canvass or loiter in any polling area during voting. Any candidate or representative caught influencing the decision of a voter in and around a computer will be disqualified.
10.2 There must be no publicity within line-of-sight of a ballot box. For the duration of the voting period all computers will be deemed as ballot boxes.
11.1 The following penalties will be imposed at the discretion of the Returning Officer (JCR Officer). Penalties will be imposed depending on severity of the incident not in the order below:
11.2 If a Candidate has a complaint they must email jcrofficer@susu.org; the Returning Officer shall have the final decision.
Alternative Vote; students will rank candidates in order of preference. After everyone’s first choices have been tallied, if no candidate has over 50% of the vote, the candidate with the lowest votes will be eliminated and the second choices of those who voted for that candidate will be applied to the other candidates. This continues until a candidate has over 50% of the vote and is thereby elected
13.1 Students are only eligible to vote for the JCR for their own Hall of Residence
