Constitution Changes (Returning Officer) (1213P2)

This policy was discussed at the following meetings:

  • On the selection and role of the RO/DRO (standing order 6, elections), the constitution currently reads:
    “3. Returning Officer and Deputy Returning Officer
    3.1 The President shall normally be the Returning Officer (RO), though they can delegate this role to another independent person, with the approval of Elections Committee.
    3.2 The Deputy Returning Officer (DRO) shall be the VP Communications, except when they are participating in the election, when Elections Committee shall appoint a Sabbatical not participating in any way in the current election, as DRO.
    3.3 The DRO shall be responsible for assisting the RO in running the elections on a day-to-day basis.
    3.4 The RO shall be solely responsible for interpreting all election procedures referred to them by the Elections Committee.”
  • Having an independent Returning Officer is vital towards ensuring the fairness of SUSU elections
  • Independent Returning Officers are best sourced externally from the organisation.
  • To amend Standing Order 6 to read:
    “3. Returning Officer and Deputy Returning Officer
    3.1 The Returning Officer (RO), shall normally be an individual external to the Students’ Union
    3.2 The Deputy Returning Officer (DRO) shall be the VP Communications, unless otherwise stated within the election by-laws. In the case of a conflict of interest, Elections Committee shall normally appoint a Sabbatical not participating in any way in the current election as DRO.
    3.3 The RO shall be appointed at Union Council in the first term of the academic year, This appointment shall last for a duration of 1 year.
    3.3 The DRO, with support from elections committee, shall be responsible for running the elections on a day- to -day basis.
    3.4 The RO shall be solely responsible for interpreting all election procedures referred to them by the Elections Committee.”
