More water fountains on campus (1516P18)

This policy was discussed at the following meetings:
- 1. That the United Nations General Assembly declared on 28 July 2010 that “clean drinking water… [is] essential to the realisation of all human rights.” http://www.un.org/waterforlifedecade/human_right_to_water.shtml
2. That free drinking water via water fountains are currently provided to students in only a small proportion of buildings on Highfield campus, including the gym and library.
We should have access to drinking water across campus without having to divert to the library or gym to find a fountain
That fewer students would buy bottled water if they have better access to free clean drinking water via water fountains or water dispensers on campus.
To provide free clean drinking water via water fountains and/or water dispensers at accessible locations on all campuses (including Southampton General Hospital, Winchester, Avenue, etc.), to include at least 10 new water fountains on Highfield campus and 3 on Avenue campus.
To implement #1 in all buildings where it is feasible and safe to do so, in accordance with current safety legislation.
To maintain upkeep of all water fountains and water dispensers.
To introduce quick and effective reporting measures if a water fountain or water dispenser is not working or is deemed to be providing less-than-safe drinking water.
To implement #1 effectively by ensuring that all students (including those that require wheelchair support) can access the water fountains and water dispensers safely and easily.
