Improve facilities in Sir James Matthews Building

Complete

On the ground floor where the large study area is, there is only a staff-only toilet. Students have to go up a flight of stairs and down a corridor to use the toilet. No food is allowed in the study area but there isn't anywhere else in the building to eat- the sign from the door says "please use tables outside starbucks on level 2" - there is no starbucks on level 2 so I assume this sign is copied from Hartley library. People eat in these study area instead including take out food. Sir James Matthew needs a seating space where food is allowed, and toilets on the lower floor
