Fix the broken comment-making function on You Make Change

Commenting is broken on You Make Change and has been for some time. It is impossible to make a comment on a You Make Change application of any sort, even ones you yourself have submitted to reply to updates. Obviously this doesn't seem to apply to SUSU staff, as their comments have been appearing.
When submitting a comment, you get taken to a blank page with the following text:
