Fix the broken comment-making function on You Make Change

Commenting is broken on You Make Change and has been for some time. It is impossible to make a comment on a You Make Change application of any sort, even ones you yourself have submitted to reply to updates. Obviously this doesn't seem to apply to SUSU staff, as their comments have been appearing.

When submitting a comment, you get taken to a blank page with the following text:

"File: /var/www/

Line: 69
Exception: SQLSTATE[HY000]: General error: 1364 Field 'updated' doesn't have a default value

Stack Trace:
#0 /var/www/ PDOStatement->execute()
#1 /var/www/ SubmissionComment->Create()
#2 /var/www/ SubmissionComment->Save()
#3 {main}

Here, you can view the complete set of official responses from the sabbatical officers regarding this submission.

Hello! Thank you for raising this - as it isn't something we can see from our end - we have raised this and hopefully, it'll be back to normal soon.
