What is the purpose of the /250 on open petitions. Is this still the quota for a referendum? It seems like it could discourage more people from signing - it appears to say the petition is over.

250 signature is indeed still the quota for a petition to call a referendum. More people are welcome to sign the petition, but the /250 is just there so that it’s crystal clear how many names are needed for the call to action.
